This is technically a season 2 for Psycho Pass but it feels more like a sequel series instead. The story is pretty good with a whole new villain and a slightly different cast of secondary characters. The story sometimes appears even more fucked up than the last season while maintaining a similar level of blood and gore. Since the secret of the Sibyl system has already been revealed to the viewer the big mystery of the show is the goal of the main villain. This season is noticeably shorter because of it, which is a good thing because this plot would not have done as well as it did if forced to stretch over 20 episodes.

The art is good, with cool technical designs and none of the character designs look terrible. They all manage to look unique while still managing to look normal for their society. The animation is smooth as the last season and never noticeably falters.

The music used in Psycho Pass 2 is just as good, if not better, than the music used in season 1. The voice actors for the new characters all manage to put on quality performances in the English dub. Sound effects are believable and well done.

If you aren't able to accept new characters easily you probably won't like this season because several major cast members from the last season don't show up. Instead several new characters are brought in that do a good job in their roles.
Tsunemori Akane - Once again the protagonist, this season tests her resolve to maintain the rule of Sibyl. She doesn't do a lot of character growth in this season but shows off a little of the growth she made at the end of the last. She maintains her character flaws as well though.
Kamui Kirito - The new 'villain' for this season, he is definitely a means justify the ends type of guy. He comes off as a lot nicer than the villain of the last season(and several side characters as well). Some viewers may be able to empathize with him though.
Tougane Sakuya - He starts off as an apparent replacement for Kougami but also grows into his own character. Whether or not you like him is up to you but I thought he was too much of a momma's boy.
Shimotsuki Mika - I think this character was designed for the viewer to hate. I was constantly hoping for character growth but disappointed. She was shown joining the force at the end of the last season but doesn't really grow in the year and a half between then and now. Something that I didn't notice even after rewatching is that she was involved in girls school case in the first season. She works as a character though, even if she isn't particularly likable.

Overall I enjoyed this season. I remember watching it every week on its initial release and it constantly kept me craving more. When marathoned its just as enjoyable though. I think it could even be watched without having seen the first season, though you might miss certain parts of the story. If you aren't big on 'changing of the guard' style cast transformation though this season might just piss you off. I do recommend though if you liked season 1.
