I rate it a 10/10, a masterpiece!
If you liked Charlotte, I would recommend watching Clannad and it's After Story, and all animes that "Jun Maeda" has a part in! :)
The only disadvantage to the series is I believe it was a little bit rushed, but it doesn't affect anything in the show, it is short and snappy. I really enjoyed it, the storyline was epic, the art was fantastic, the sound was absolutely amazing, the character development is very good.
So, overall, a very good show!
I don't think anyone under the age of 13 should watch it because at times the language used can be inappropriate.
