I'll review this series in chunks.
Story: It has a different vibe from quite a few anime since everything is sort of possible (i.e. no demons or time travelling or the like). The characters don't always make their way through every challenge with ultimate success. This makes it feel much more real, which is a good thing and a welcome change for one whose anime experience is ruled by One Piece or Fairy Tail. There were moments of pure comedy and romance, and everything ended well at the end, which can be an issue. Overall, wonderful storyline.
Art: Nothing special, but not terrible or anything like that. It won't ruin the experience.
Sound: As an anime about music, the sound has higher importance than usual. Luckily, Beck does not disappoint in this area. There are a variety of tunes; mostly rock and roll, but some slower ballads pop up every now and again. My personal favorite was a 60's-esque Beatles-inspired tune. Some of the songs get repetitive after a while since a few are played repeatedly, but enough new ones are tossed in to make everything alright. Character: There are many, and each of them are different and likable in some way. Whether it's the innocent Koyuki, the awesomely cool Ryusuke, or the lovable titular dog, everyone brought something to the table. There was one character I didn't enjoy, Chiba, since he got a bit too loud and annoying after a while. Well, not everything can be perfect.
One Con: Wow, this show is good. the only cons I can think of are the two little issues already mentioned.
Overall: Good right from the get-go, this is a wonderful show. The music, characters, and story combine in a perfect rock-n-roll heaven.
