This anime looks great. The production value is worth all the praises.
The animations are very neat and the art theme is spot on.
They also did a great job on sound mixing. To exemplify how good they were: there is an episode where a character is looking down the window to a busy street. The way the cars appeared and how the sound faded it was so real. Also i love how they pay attention to details, like when they are in cars and how you can see street being alive behind the windows.
But except this. The anime fails in the story compartment. Sure the themes they chose to explore are interesting. But it ends there. The conclusions are dull and the same like every other SF that tried to tap into the theme. Characters don't have consistency and ok that wouldn't necessary be a bad thing, but they don't grow.
The plot is weak, very weak. Stand alone episodes are plain boring. They try to look smart and some have interesting premise and smart setting, but in 20 min what can you do to unfold such a complicated premise?It ends up being same old SF ideas recycled.
The complex episodes which represent the main story line, build the tension fine just to end in a fuss. The ending tries to look smart but all it does is to throw some quotes and a stupid conclusion: human curiosity is the source of all creativity.
Those saying the anime is smart are very wrong. It tries to look that way throwing classy quotes and tapping interesting dilemmas. And in some episodes they hit the spot. But not in the main story line.
So in the end you have smart episodes, but boring and exciting episodes, but dumb

to understand how weak the story is: in the end they disband section 9. They hunt all of them. Dudes from section 9 went on a rampage murdering soldiers that offered them leniency. After 2 weeks they were all released and happy to restart section 9 like all is good. And this drags 4 final episodes. Also in between they kill Major body that was the only remote controlled so she was fine
