DRRR takes place in one of the liveliest places you'll ever see in anime - Ikebukuro. There's always something going on in this show. Be it a gang fight between the different color gangs (Yellow Scarves, Blue Squares etc.), the headless ''Black Rider'' haunting the town, Izaya trolling different people and much more. Are you wondering why I referenced Gintama in the beginning? Well, the reason for that is because like Gintama, DRRR is a very character driven show. You've got a guy named Izaya who likes trolling people a lot in horrible ways, the bartender Shizuo who hates violence yet always wrecks shit around the city and wants to kill Izaya, the charismatic Kida and his friend Mikado who is more than meets the eye, the headless ''Black Rider'' Celty I mentioned above and other interesting individuals. Heck, there's even a black Russian selling sushi in Japan. Also, like Gintama, there are quite a lot lol worthy scenes and a mixture of epic and hilarious scenes (the infamous undressing punch). DRRR also references a lot of different anime which gives a very pleasing feeling if you've watched any of the shows it references. The visuals are quite impressive and so is the soundtrack. It's got a jazz + city feel which fits the anime perfectly. Also, this anime is a voice actor heaven, so chances are your favourite VAs are voicing someone in the anime.
Also, don't expect a lot of action from the show, as it is quite dialogue heavy, but interesting nonetheless.
Highly recommended for fans of/watch these shows if you like Durarara: Gintama, Baccano (same creator, same feel with a 1930s setting in Chicago), Darker Than Black (urban settings), Higashi no Eden, Samurai Champloo
