This anime is a bit controversial especially when it comes to its characters. I have seen most people give it bad reviews although I believe it deserves better.
TL;DR: I enjoyed the anime and I think the characters are in some way unique.

Story: 5
The world setting is interesting and tries to be more mature than the other anime about magic.
The story itself is broken into arcs. I liked its pacing since it was fast enough not to make me bored but slow enough to engage me into it. The story is well told but a bit rushed nearing the end. I particularly liked that most of story elements were very logical with the except of couple last episodes which spoiled all the fun. I would put 8 for the story if they did not do that.
I also have to say that I felt like the anime needed more time to show everything in order to enrich enjoyment of watchers.

Art: 10
The art is great. I mean really great. Everything feels like in place for the world setting.

Sound: 10
The sound is amazing. It complements the story and probably one of the best I have ever seen in anime.

Characters: 9
I would say this is the most controversial point in this anime.
There is a lot of people who hate the way Tatsuya is overpowered and what he does. This is something you either like or hate. Not much to say here.
What I would like to point out is the way characters behave and live through the story. This is a strong point of this anime. Most of the characters who get enough screen time feel very natural and realistic. They are given some set of characteristics and they go through the story logically according to their personalities.
I find the siblings really great.

Enjoyment: 7
I really enjoyed Mahouka Koukou no Rettousei. Although it could have been better.
I felt like the anime should have been longer to really develop the story.
The story is unfortunately the weakest point of it. As I said the anime was ruined by 2-3 last episodes. These episodes just took away all the realistic approach to the whole series.


More details on characters and why I liked them. Might contain SPOILERS but I will try to avoid them:

I would say I have liked all the characters maybe with the exception of school psychologist.
There can be written a lot about every character but I will write only about main cast. I have to say that probably what I saw in Shiba siblings is what I wanted to see or how I interpreted it.

Both Shiba siblings are victims of their family. I would really like to see the continuation of these series to get more details of what and how it happened.

Tatsuya:
The way he is fond of his sister is very interesting and at the moment of writing I cannot recall any other character who was similar to him in this way. The love (well, if you can call it so) to Miyuki is probably the only emotions set he feels and it is interesting to see to what it might lead when a human is only capable of one emotions set.
I would say that Tatsuya is generally a good person. This is another interesting point of his character when you see someone good but emotionless.
Some have said that he is like Mike Tyson who beats children in kindergarden with a smile but I would rather say that he is like an adult who, because of certain circumstances, must protect a child in kindergarden. He does not enjoy this superior position. He does not like to beat other students in order to protect his sister or her wishes. He seems to do not like to be in the school but he loves Miyuki and will do anything to please her.

Miyuki:
Well behaved on public (mostly) but in a charming way spoiled and a bit wicked girl when it comes to her brother. I find her very cute and realistic female character. Her love to her brother sometimes goes on the edge of sanity.
