The initial story is simple. Terrorists Nine and Twelve are out to prove something through their criminal actions and involve a high school girl Lisa in their works. Meanwhile the police department; specifically Detective Shibazaki has to take them down. Each attack can be prevented by solving some riddle. Events add to the story and that's all that needs to be explained. This was executed greatly until the end. I will not tell you what happens but, I will tell you that it felt like you nothing happened. I felt like I needed more. Whether intentional or not it does bring down the enjoyment a bit.
Characters were excellent. We have the calm and collected Nine, who is the mastermind behind it all. The energetic and bright Twelve, who does a lot of the action and saving. Lisa, the nervous high school girl who comes between the two. The police department who try to do whatever they can to stop the attacks. Finally, what I feel to be the best character, Shibazaki the detective who regardless of permission will take on the case. Each character was used excellently. You really feel what the hardships and the emotions the authors want you to feel. If they want you to dislike someone, chances are you will really dislike them. The only problem with the characters lie on Lisa; for a good chunk of the show she doesn't exist, despite the idea that she's supposed to be really important to Nine and Twelve.
The art is beautiful. The backgrounds are done amazingly. The lighting is superb. The animation aside from a few minor shots is fantastic. The world is dark and the gray color scheme suits it well.
The sound is amazing. Music is superb and voice acting sounds amazing. The only 'problem' is that engrish.
This series is a treat. This can be watched anytime but I suggest you watch it when you can. It's a great show with great writing, and great art. Just be weary of that nothing ending.
