Mixed Feelings
Okay, so coming back to rewrite a lot of my old reviews.

The bad. As a stand alone product I can't say much bad about this. Except for the voice acting, in both the original Japanese version and the English dub. This was one of those series that I prefer the dub because it has a single voice actress that suits the character she is playing, Kira Vincent-Davis as Lucy. The best comparison I could pull up is the dub of Higurashi, where you have one character that is amazingly portrayed, but the rest are either decent or horrible at what they do. But what Higurashi has that this series does not is an amazing and fitting Japanese voice cast. Other than that there isn't much missing, well except the incomplete ending. In most other cases it would be fair game to compare it to the manga, but in this case it screws with the continuity of the manga, so can't just say "read the manga instead".

The good. The story was quite good as a stand alone product. The art was amazing, something people give little credit to Studio Arms for, they are very underrated in that department. Another thing that I have to praise is the masterpiece of a soundtrack that this anime has given us, everything from Lillium to the other songs with Japanese names that I can't remember right now. Another good aspect was the character development.

Final Verdict:
As a fan of the manga I didn't like it too, too much, but I did enjoy it and I would suggest watching it when you can.
