Both series has similar character designs and the main male protagonists have similar personalities.
The feeling and atmosphere of both series are also similar and has school life theme involving drama, comedy, romance. And of course, both series has characters of stark personalities.
Don't know why but Chocolate really remind of Amagami SS, probably because there's one arc in SS is about school election and Yuuki really remind of the MC from Amagami SS, both series is about Highschool romance so if you like one you'll probably like the other
Both are love stories whose story is somewhat connected to someone's past.
Amagami ss is in Arcs/Hen while Koi to Senkyo to Chocolate is a whole anime not built up on arcs/hen.
Though personally i think Amagami ss is cuter when it comes to the love part while Koi to Senkyo to chocolate is slow in love development
