Yes, it's an ONA (and a Chinese ONA, to be exact)
Let me be perfectly clear before we jump into the review. Most Chinese ONA are difficult to score high. Why is that? Well, it's obviously not just because it's not Japanese. Trust me, there isn't any bias here. However, Chinese ONA art styles and plot developments are a slightly different beast compared to their OVA counterparts. It could come from the fact that they simply have a shorter time allotment to work with, but in the harsh world of the internet, there cannot be any excuses.
Now let me get into the good optimistic part.
My personal preference strongly favours underdog tropes. If underdog was a genre, I would be all over that regardless of its flaws (well... art style is an exception). Quanzhi Fashi is an ONA about a guy from a dirt poor background who was blessed with a unique condition that helps his dreams become reality. To be honest, the only plot that happens throughout the entire series is just his character development, but since the character development is actually substantial, I'll give a pass on the awful plot.
