I'm glad that literally someone decided to visit!
I fond of Japanese culture including anime.
So, I've simple measurement of anime's appraisal: Enjoyment, why is it so?
The purpose of motion picture is to give us a feeling, could be positive or negative, widen our horizon or just break reality. Animation, characters, plot development build this bubble together to give us what our inner-self demands. separation of pieces will be the same as an unsolved puzzle.
Thus, when it comes to review, I believe we need to feel that bubble which has stayed with us after finishing the story and say our own reflection.
I think there are anime with 10 grade and its totally fine! Each of them are individual stories and they require special treatment. For example, comparing Full metal to romances would be nonsense right ?

Rebellion was also very well structured. It fixed plot holes created by the tv series and it resolved the Homura arc of the story. It is arguably way better than the first season. I don't really know what you meant by "progressive" but that's something that I never heard of madoka magica
