First and foremost - this is actually pretty good. The story is interesting, the main unique point of the show (the Minimum power) isn't goofy, and the characters are interesting. That being said, the number one feeling I got from this show is "This is a second-rate Durarara!!". They are very similar in plot, setting, and overall theme; the only difference being that Hamatora's characters have superpowers and Durarara!!'s do not. I enjoyed watching this show, but in my opinion, the music, visuals, character designs, and plot copy Drrr's.
