Decent story. Unfortunately either the screenrwiter/director were very unskilled or the budget was shockingly low and they didn't have the time/resources to adapt the manga to the screen properly.
It feels like they just cut and pasted the contents of the manga onto the screen, and didn't actually adapt it to the medium correctly. So instead of showing you something that is important to move the story along, a character will just speak it out loud, as if they're talking to themselves. standing in front of someone else - "I guess i have to shoot this person after all ho ho ho ho". It would be hilarious if it wasn't insane. Are the writers aliens and don't understand how humans behave?
The other thing that leads me to believe there was hardly any budget is the terrible animation. Anyway, The entire show would be 75% shorter and a whole lot better if the characters acted like human beings and didn't talk to themselves constantly. "Show, don't tell" is the golden rule when writing a TV show or a movie, otherwise you're wasting the medium and your audience is going to either fall asleep or ridicule it. The writers failed this basic concept spectacularly.
It gets a 6 for some above average ideas, but the execution and delivery is rubbish. Perhaps the manga is 100 times better.
