Both are late 80's sci-fi anime directed by Katsuhiro Otomo. While robot carnival is a series of stories all based around robots instead of one singular film, many of the same dystopian elements can be found in the parts. Not to mention the animation is very similar.

Very similar tone and pacing, as well as involving young people against the government through terrorist schemes.
