Yes, school exams are optional, you can choose only state ones (for example I have chosen 6 state exams and no school ones).

There are 2 possible forms of exams- school exam and state exam. To finish the high school you have to take minimum 5 exams, 2 of which may be the school ones (school exams are made by school and usually are much easier than state ones, but they aren't accepted by any university). State exams are made by the ministry of education and are the same for everyone. You pass exam if your result is 20+ points (out of 100), otherwise you don't finish the high school and have to pass the exam again in the next year.

Now about the universities. Every university has its own coefficient system and each profession requires its own exams. For example at Tartu university you can get maximum of 100 points. To become a doctor you have to pass such exams as: composition in your native language, foreign language and 2 more exams of your choice among biology, physics, chemistry and math. For the first 2 you have a coefficient of 0,15 and for the second two- 0,35 (for example I had 91 in chemistry so it now becomes 31,85). To pass on the medicine this year you have to have 86+ points on this system.
