Same person made them. Same art style and similar story. If you enjoyed one you'll like the other. 

Both are dystopian sci-fi manga written by Tsutomu Nihei. The have minimal dialogue, relying mostly on imagery. The art is quite similar, especially the backgrounds, which are detailed and rich in architectural designs (since Tsutomu Nihei studied architecture). The character designs are also similar, as well as the themes these manga explore. 

Biomega contains references to Blame!, Nihei's previous work. This is a standalone storyline and does not have direct connections to his other works such as Blame!, NSE and NOiSE (though, throughout Blame!, TOA Heavy Industries is mentioned several times). Plot: Set in the future, the plot follows Zoichi Kanoe and his AI companion Fuyu Kanoe, whose luminous form is integrated into the system of his motorcycle. They are agents sent by TOA Heavy Industries to retrieve humans with the ability to resist and transmute the N5S infection, which is spreading across the world, turning humans into "Drones"; disfigured, zombie-like beings. The art in Biomega is similar to Blame!, with its complicated concrete sprawl and extremely vast, empty spaces. In this manga, there is emphasis on the swiftness of the attacks made by Zoichi, such as the gun being holstered just before the enemies fall to the ground. Speed is crucial in this manga, unlike in Blame!, and the plot develops quickly. read more 

Both manga are hardcore sci-fi's that feature a motorcycling badass causing mayhem in a distopian world. Within both series you will find a lot of action and grotesque imagery. Biomega differs where agents are sent to retrieve human that can resist the ongoing N5S infection. While Akira features a story of gaining power and the consequences of obtaining such power. Overall, both are great reads especially if your a fan of sci-fi stories set within a distopia.
