It starts off pretty well, it feels like I'm about to read the manga equivalent of the suite life of zack and cody. Then some spooky mysterious stuff goes down and it turns into a horror manga.
I felt like the story was too fast paced for its own good. I didn't get enough time to care about the characters, and I feel unaffected when they're later disposed of. In my opinion, there wasn't enough time to build for the climax either. There was a sense of tension brewing for a while, but unfortunately it gets released pretty quickly.

tl;dr: A horror manga about vampires that's just okay in every regard.
Noah of the Blood Sea is a manga about vampires that touches on some interesting concepts but it doesn’t really flesh them out well enough. There’re pretty much all the standard vampire tropes, such as the whole predator vs prey dynamic, making a show of treating humans as livestock, and angst when going through a human to vampire transition.
