Do you mean the general haircut or the part that sticks out the top? I believe the part that sticks out is called an ahoge.

Honestly I grew my hair out and attempted this as my first all out cosplay and got it pretty alright. I can give you a few pointers that I found helped along the way. But as far as an actual name for the style probably non existent

I think It’s referred to as a cowlick in real life. In Japanese its ahoge and there are a lot of characters w that little hair piece sticking out. Like renge from non non biyori and konata from lucky star

yeah pretty sure it's called the "CAUSE TONIGHT WILL BE THE THAT I WILL FALL FOR YOOOUUU" really dont know if I would recommend it personally
