Backstory Explanation? Spoilers

Lets take a look at one thing at a time:

Monarchy along with the Market Maker (which was started by the main antagonist) was disseminating the Reggies all around the globe, both as means to profit and as a deterrence from foreign aggression. They were not discarded but intentionally thrown into the society, also to serve Market Maker.
Scientists were struggling to unveil the mystery of genes until Keith managed to decipher the Scripture and find a correct equation to resurrect actual King and Maidens, King was resurrected in Koku, which was number 13, while the Queen (which is why they were naturally drawn to each other) was resurrected in Yuna, 4. Others were created as a replacement, should something happen to the King. Koku was able to do something none of them could (so far) - absorb bodily parts of his subjects (he initially has no ability to change his arm into blade, but other children do) along with their consciousness, and to control memories (and probably mind) with his eye. Also, as a King and Queen, they would have an ability to regenerate even after the initial bodily functions cease, which was unique to them two alone. They would restart from presumed death. (Jetblack will be of an importance later).
Also they were not altered, they were grown artificially from the genes of the skeletons.

Yeah...this show can be confusing at times and won't entirely address every situation clearly but it's still a good watch.

You will understand why they had to be killed later, Kazuma was simply a part of revenge, while also leading the gods resurrection project (which was very opposed by monarchy, since gods walking amongst them would mean there is no need for monarchs anymore). It does not address it all clearly because the build up is still going on, and the complete picture will only be available in the episode 12.

Ah, I see. It must be somewhat difficult to draw this conclusion from only up to episode 7, so I take it that this information was revealed in the remaining episodes?

Partly, this is more or less observation on the topic. Most things were explained, however vaguely, before episode 7. I avoided one major spoiler which would really ruin the whole thing, and the whole "Who are those kids" is quite unimportant for the resolution of this season. They are, you know, demigods. All there is to them.
