I finished up to episode 7, but I want to confirm what I understood and questions. So, it all started when scientists found 13 winged fossils that were deemed "gods." The government used the excuse of resurrecting the fossils to get a big budget and built the whole research facility. The researchers got carried away with the budget doing who knows what and decides on a plan to genetically alter people with the info on the fossils (presumably with the genetic information from the fossils? I dunno). The results were disgusting deformed people that were supposedly failures so they decided to toss them all in the scrap heap.

So, first question: Did they genetically alter children or adults? Because they continued this experiment for centuries and it even showed Koku as a kid in his backstory hinting it was used mostly or entirely on children.

With the project turning out to be a waste of time, the government wants to stop funding it but somebody proposes the idea of using them to work behind the scenes and persuades the government. The experiments and research continued on for centuries up until maybe even now. Dr. Kazuma, one of the researchers that came from Japan made a breakthrough when his son deciphered the Jetblack Epitaph which contains crucial info on the "gods." Using the current advanced researched and the epitaph's info he created two beings: Koku and Yuna.

Now, if I understood this part correctly what makes Koku and Yuna special is the fact that they are the closest to the 'gods' and can resonate with each other. I have no idea what sets them apart from others other than the fact that they can resonate with each other. Another question is if Koku and Yuna had any powers in the first place other than Koku having memory altering abilities. Kirisame could turn his hand into a blade and when he and the others died trying to save Koku, Koku cut parts off of their dead bodies and absorbed it into himself to gain the powers he had now?? And if the experiment continued to create Market Maker then why was Dr Kazuma killed if he also did the research? I can only assume he didn't want them to join Market Maker and continued his own research seperately. Yeah...this show can be confusing at times and won't entirely address every situation clearly but it's still a good watch.

They have only found 2 skeletons - that of a King and a Maiden Queen. Because they were winged they were considered gods and everyone started the project of resurrecting them. In fact however monarchy scum at some point decided to also lead genetic military research, which lead them to "Reggies", demigod warriours that had no use otherwise, since they were aggressive and bloodthirsty. The golden solution helps to keep them sane enough to obey orders not to go into a frenzy. Monarchy along with the Market Maker (which was started by the main antagonist) was disseminating the Reggies all around the globe, both as means to profit and as a deterrence from foreign aggression. They were not discarded but intentionally thrown into the society, also to serve Market Maker.
Scientists were struggling to unveil the mystery of genes until Keith managed to decipher the Scripture and find a correct equation to resurrect actual King and Maidens, King was resurrected in Koku, which was number 13, while the Queen (which is why they were naturally drawn to each other) was resurrected in Yuna, 4. Others were created as a replacement, should something happen to the King. Koku was able to do something none of them could (so far) - absorb bodily parts of his subjects (he initially has no ability to change his arm into blade, but other children do) along with their consciousness, and to control memories (and probably mind) with his eye. Also, as a King and Queen, they would have an ability to regenerate even after the initial bodily functions cease, which was unique to them two alone. They would restart from presumed death. (Jetblack will be of an importance later).
Also they were not altered, they were grown artificially from the genes of the skeletons.

You will understand why they had to be killed later, Kazuma was simply a part of revenge, while also leading the gods resurrection project (which was very opposed by monarchy, since gods walking amongst them would mean there is no need for monarchs anymore). It does not address it all clearly because the build up is still going on, and the complete picture will only be available in the episode 12.

Ah, I see. It must be somewhat difficult to draw this conclusion from only up to episode 7, so I take it that this information was revealed in the remaining episodes?

Partly, this is more or less observation on the topic. Most things were explained, however vaguely, before episode 7. I avoided one major spoiler which would really ruin the whole thing, and the whole "Who are those kids" is quite unimportant for the resolution of this season. They are, you know, demigods. All there is to them.
