I'm looking for an action where the characters use their brains when they fight, and tactics matter a lot.

(along with Toaru Kagaku no Railgun)

It's pretty much the pinnacle of intelligent fighting, at least that I've ever seen. Probably the only thing around that level is something like Code Geass.

Also, Fate Zero. Some of the battles are pretty epic and the ones that involve the mc are often determined by tactics rather than pure strength.
5 main aspects I base my ratings on:
1. Did DramaEnthusiast make a thread about it?
2. Is it better than Breaking Bad?
3. Did MellowJello recommend the shit out of it?
4. Has it caused a (very entertaining) shitstorm on MAL?
5. Is it actually good?

Scratch the fifth point, it's not very relevant...

In all seriousness though, I'd recommend... Death Note? Not too much action but the entire thing is a psychological war, and Code Geass from what I've heard

(Note: I've only read Death Note, I have yet to watch the anime, but I hear it follows the manga pretty well)

Amazing how many people haven't even read my lost before recommending, judging bythe DNs, CGs, DtBs and Phycho Passes.

I gave HxH a try, but 60% is bullshit (based on the first 20 eps). While the other 40% is indeed great, it's not worth watching the bullshit part for it.

Do they have well-explained and reasonable excuses for their deus ex machina moments? Not really. They do qualify as "poorly written" tactics, but they are in fact "tactical" storylines.

I actually do agree with this part. I was just getting mad at the really jumpy excuses for plot holes by smearing it with paste. The stories and reasons for these characters do not make sense to me.
How do people get to 2000 hours when I'm already this bored?

I agree with most of your points, especially the one on how to get to the Hunter exam, that felt weird and out of place. Anyway, I still suggest you to try it until at least episode 30, from there on they introduce some good stuff and it gets much better. Hunter x Hunter 2011 has one of my favourite arcs in any battle anime I've seen, it'd be too bad (for you) to drop it before reaching it...
