Bakemonogatari's various OPs are exactly the sort of material you'd normally see in character CDs, and I believe were marketed as such, but the songs were also used as openings. How about pieces off a soundtrack that are used heavily in the corresponding anime, but are very much 'character image' pieces, eg that Enka-ish piece from Seto no Hanayome?

Even more esoteric, what about character stuff spun off from video games which subsequently became anime, where the singer is consistent and everything? Would something like Mii-tan no Mahou de Pon be acceptable? How about something from a character album for a mascot for a magazine, who later became a character in an anime?

Since we're already disabling the "in anime" requirement, I don't see why a character song that existed before the anime adaptation should not qualify. This actually happens a fair bit, since a fair number of Novel/Manga gets radio drama/character CDs before there's even an anime. Forget about games.

I presume as long as the anime exists, and the song is a honest-to-goodness character song (and not game soundtrack in disguise) then it should be fine.
