According to the opening credits, these are the new staff members and their positions that haven't yet been linked to Season 4 on any website.

Character Design Collaboration:
Takiguchi, Hiroki; main animation on Episode 9 of Season 3 (also known as the best episode). According to Sakugabooru, he was responsible for the animation of the fight between Fohl and Atla in Episode 1 of Season 4. Judging by some of his scenes, he seems to be a great animator.

Design Lead:
Takakura, Takeshi; He was also the design leader in season 3 and was the monster design in ep 8 S3 in addition to this he usually does mechanical design.

Concept Designer:
Sakura, Takumi; she usually does mechanical design, but I'm starting to think we'll have a mecha this season.

Monster Design:
Wataru Inata; not listed on myanimelist, involved with Cardfight and also designed mecha.

Prop Designer:
Ryo Hirata;
Mikio; I don't think he's listed on myanimelist.

Action Animator:
Yuka Kuroda; this is the strongest new addition to the team. She was responsible for the action animation and was the chief animation director for season 3.

i really hope the episodes they outsource this season actually go to good studios. i can't take studio h7 & DRMovie seriously with that horrendous cgi gaelion..

but i rather DRMovie works on the episodes if anyone else since they've been involved since season 2

@hypexleaks It's extremely rare that an episode is outsourced to a higher-level studio. The last one I saw was in season 2 of that anime about the witch who killed a lot of slimes, and it's 100 years old. If I remember correctly, an action episode involving a bunch of dragons was outsourced to Madhouse. This, combined with the fact that the anime's monster designer was the best member of the staff, resulted in that episode being far superior to the anime in every aspect. This probably only happened because of an anime producer or the director of that episode who had their contacts.
I could be wrong, but I remember hearing or seeing that episode 9 of season 3 of Shield Hero had two animators from MAPPA doing the main animation.
