Hi, all times on the website should probably be in UTC by default as it is standard and/or IP location based, until a timezone is requested in a user's profile at which point translation should happen sitewide. I may be able to find time to help with this if you like, but I suggest that that's reasonable for now.

I second this heavily. Pretty much everyone outside of America doesn't know what the hell Pacific Time is xD

Many Americans don't even know what pacific time is. Our country has a whole 6 times zones, or 4 if you don't count Alaska and Hawaii.
But we definitely don't know what UTC is, so changing to that won't help us either.
