As the title implies, it's a movie to commemorate the fifth anniversary of the mahjong game application "Mahjong Soul" (AKA Jantama).

It has a decent length of 3:28
It's animated by a japanese staff for the japanese market.

It's got some story (which is summarized in the video's description) and is voiced by standard japanese voice actors.

Anime type would be either special or ONA I guess.
