It will be a manga sequel, featuring College arc which will be globally released soon.
As per leaks, 2 chapters already released, idk it's yet translated or not.
And to read it, either wait for full volume translation or go to Amazon Japan store and buy it as Kindle edition if available or you can check the official website of Horimiya available in Myanimelist sources.

Global(English) = Nope , depends on translator
Japan(Japanese) = Yes, released 2 days ago , but not yet in physical books bcz only 2 chapters got released, most probably it initially released as web-manga or something.
Wait for 1 month, since it yet needs licence.

And it never got officially announced that it'll be about a College Arc , that's just rumors.

Well, FYI, the manga was drawn by Dasuke Hagiwara sensei, it was an adaptation of the OG webcomics written by HERO (which is still ongoing btw, it has events in the future after the graduation and more stories before it)

This is a web comic, it was originally a web comic. It’s fucking awful to look at but it exists. It’s all hori san to miyamura kun and it came out in 2007
