The puzzle in chapter 3 refers to the 51 states in the US.
There's only one F, Florida. N stops at 8, as there's only 8 states that start with N. Similarly, only one G, for Georgia.

Well there are 50 states in the US and that doesn't solve the puzzle. The 51st star is W5 , which should correspond to Washington District of Columbia as they do have seats in the House.
The meaning of the two underlined stars (Georgia and New Hampshire) is still unclear. Furthermore the ordering of the states is also unknown (not order of appearance, size/area, number of seats or military bases)

I've come to the same conclusion, Georgia and New Hampshire are the highlighted stars and for some reason (surely part of the puzzle itself) the states of South Carolina and Louisiana's letters are in lowercase compared to the others. I still haven't found an order to the states (chronological, population density, area...) but there must be a meaning. Maybe by connecting the stars in some way you create a Kanji? I'm very invested into this rn.
