So the novel has 8.64 rating but the anime has 8.14 rating so deos that mean the adaptation is not as good as the novel

thats because the novel was picked up by people who were already impressed by the anime and wanted to read further. Hyouka isn't a show everybody enjoys and likes. Like people see 'Mystery' as a tag, and expect high stakes. The story and plot are very low key and as slice of lifey as you can imagine.
But to answer your question, No, The anime is a brilliant adaptation with beautiful animation (kyoto, duh). But Some people get seriously bored, and end up rating it low. You should give it a go, its one of my favourites.

As someone who has read/watched both. The anime is better but since more people know about it and the anime format is better to digest(in comparison to a novel) a more diverse audience has seen it, therefore the rating will be lower. I would suggest to watch the anime as the animation is beautiful and it adapts the content well. The main disparity in score comes from the person who picked it up, got bored because of the lack of stakes and slow pace and rated it accordingly.
