It's a manga from the same author as Oounabara to Wadanohara, which is already on Myanimelist's database. The manga is Called "Umi ni Shizumu Hanataba: Sunahama Tsuushin Ni" (海に沈む花束　-砂濱通信二-) or Seaside Dispatches 2: A Bouquet Sinking in the Sea.
