| Because Ai Sky Tree 21's entry, while 15 seconds in length, has animation during every second, animation that is the focal point of the piece, and animation that takes up majority of the screen. Thunderbolt Fantasy is a full length show and IIRC doesn't have any animators on staff. There are CG workers for the few CG scenes similar to that of Marvel/DC superhero films CG. But is is a real-time filmed puppet show. What you call plasticineanime is stop-motion.
