This used to be a pretty famous show back then. But now when anyone wants a horror anime recommendation people suggest anime like another, corpse party, shiki even anime like future diary, death note or attack on titan. But no one seems to suggest Higurashi. Most of them didn't ever see or heard about it. What's the reason behind this?

It’s still very well known and recommend by real anime fans. It can be difficult to find though. The good news is that both this and Kai can be found legally in the US.

It's more to do with availability and partly to do with the fact that it had a not too pleasing art-style. The second season polishes the art by a metric fuckton but removes the horror element to a large degree. It becomes a slow-burning mystery supernatural series without the atmosphere of shock and dread as it was in season 1.

Not that bad in itself but these are some reasons that I can think of.

It's pretty well known among seasoned anime fans. Any fan of the horror genre especially knows about it. I think the real question here is "how come nobody talks about it anymore?" To which the answer is sadly, that the way anime is released seasonally keeps older stuff from being talked about as much. Even stuff like Higurashi which only came out a little over a decade ago. There's also the matter of availability. I had to watch the entire series (all the way from the first season up to Outbreak) on Kissanime, and having to watch anime on janky bootleg sites like that isn't appealing to a lot of people.

It's still one of the most popular anime in it's genre..
Rest assured, 10 years in the future people won't talk about anime like Another or Mirai Nikki, but still will talk about Higurashi, lol

This one is on my plan-to-watch and I do plan on watching it soon, I don't think that it's forgotten, more like outdated.
