Where to start watching from?

Hi, does Gintama has any 'introduction' Arc, is there any character personality development or any revelance as arcs proceed? Can I just start watching any random arcs or from beginning?

This was basically the unadapted arcs the the anime didn't do before it became serious. Most of it exists just that this was suppose to be before the shogun assassination arc.
