Who was incharge of the backround/game themes and how did they think of them?

I actually really liked the stuff like the billards table, and the games they played during judgment. They seemed really unique, even the bar itself.. I kinda wish a bar like that existed irl with many of the games.(doesn't have to have bowling) seems like a sweet place to hang out..

I wonder how it was thought up though, or if there was any background story to it etc.

I don't really remember all the games played but some surely just thought of them by "mhm what can we play at bars" and "how can I associate the game with organs, lives at stake" idk, and some took a more deeper thought
