I'm thinking using his Kakuja might indeed be an important trigger in regaining his memories (or a result likely).

Other then that, I think Rize and Hide are the key. It all started with them.

While it is highly likely that Touka revealed as a ghoul will encounter Haise as an investigator, I don't think this will be where Touka dies because this will probably be around the time Kaneki is close to getting his memories back. However I do think that it is more then possible that Ishida decides to kill off her character unless she becomes far stronger then she was in the first manga.

Amon will play the largest role in the return of Haise's memories since Amon and Haise are playing the roles of the bridge between the two worlds currently and it seems that Amon was the only human (besides Hide, who COULD be dead) who understood Kaneki as a ghoul, and now that Amon has likely been turned it to a Ghoul the connection between Haise/Kaneki and Amon should be fairly strong.
