Episodes 2-10 contains “Usoka”. It is just before opening music. When they are describing that in order to protect from the censorship they created "Library Defense Force" (from wikipedia). At this moment they are saying “Usoka”.

As for my bad Japanese it sounds like “lie”.
Uso - lie
ka - used for questions

So it's like “Is it a lie?” but the way they say it it's not like “usoka” means the question.

Checking wakan, “ka” may means "action of making something" (化 ) but I am not sure about usage of 化.

Does someone knows something more about that?
