I honestly, wholeheartedly believe they wrote the female protagonist, Sakura, to be an idiot, not just naïve, but rather a full blown idiot: never aware to what just been said around her (meaning, she's hearing the conversation as she stands being a part of it and in the same room and close by).
The whole crying out "There's no way something like this can permitted" - they wrote her to be an idiot: it was just said a second ago, that this whole operation is not authorized. Why would they do the female protagonist like that? She should have her beliefs, her convictions and morals standard. But she's written 'out of place'. Too weird to ignore and a shame it's like that.
