Law and order is great but not when the system is based on the judgment of a collective of asymptomatic psychopaths, which makes dispensing justice quite ironic

Sybil should have an actual mechanical system, instead of taking input from people. Then it'd be flawless.
Otherwise, Makishima > Sybil.

Let me get this straight:

The Sybil System is in fact a large collection of about 250 human minds, more specifically, human minds that have been identified as ones differing greatly from most others in one way or another, used to make joint decisions to judge the criminal possibility of every single OTHER person on the planet. This judgement is then portrayed as a number known as the crime coefficient. This form of judgement is said to be perfect and non-arbitrary because of two reasons. One, there are a lot of very differently-thinking living-brains in the Sybil System, each one representing its own ideologies on life and correct values of society. Thus the chance of generating a very illogical and erroneous judgement based on an anomalous idea is extremely low. The second reason is that the first requirement by the Sybil System when choosing candidates to assimilate is their ability to not aimlessly empathize with others, not get lost in reason with emotion and to oversee human actions from an OUTSIDERS viewpoint.

Apart from these, Sybil also self-rights itself as it discovers individuals who exceed its calculation capacity. Those that are unable to be judged properly(defined as criminally asymptomatic), due to how the system works, will not be labelled as a criminal by the Sybil system, even if they are in the middle of carrying out a crime. These criminals, however, ARE the aforementioned individuals with the independent psyche and new ideologies whom are highly sought after in Sybil's pool of minds. When captured, these individuals are assimilated into the system. This can be seen as a form of perpetual self-repair and upgrading, which is truly a great feat of the Sybil system.

The minds that form Sybil justify their joining of Sybil as the ability to be part of a system near omniscient, and at the same time the ability to govern over others.

It is the second part of this that Makishima Shogo attacks and it is also the reason he aggressively refutes the offer. He argues that one of the requirements for one to be assimilated into such a collective omniscience should include the individual not having any desire to hold control or power over society. If this is not fulfilled(which is the case in the Sybil System), then this omniscience is not truly perfect, and the human minds used in the Sybil System are not truly "overseeing human actions from and OUTSIDERS viewpoint" since they are still considering their own personal gains and losses from becoming one of the minds in the Sybil System.

But it is EXACTLY because of this, the Sybil System is so much more determined to assimilate Makishima Shogo into itself. Because his ideals are so different(even from the already unique individuals whom are a part of Sybil), the Sybil System has to correct itself by including Makishima Shogo in itself. This is where things get interesting. The Sybil System is made to react to anomalies in society by assimilating their values and ideologies. This is supposed to fix the problem of the anomalies, so that future examples of such individuals can be accurately assessed. This is the same for Makishima's case. If Makishima believes that only individuals of no desire to rule can be part of Sybil, and he is made to be part of Sybil, Sybil will start to use his ideals to re-generate itself. Makishima Shogo, however, doesn't think so. He believes(or I think he believes) that the current Sybil System is already stained by mind who lust after power to an extent too great to recover, and his assimilation into Sybil will not provide any form of alleviation to the problem he has with Sybil.

On another note, this information is not leaked to society at all. Instead, the Sybil System is released publicly as an automated computer system that measures the psyche of people using multiple complex scans, generating computerized, pinpoint-accurate readings on each individual's crime coefficient. This is important because the general public will believe in a computer, because it will not make mistakes once programmed and is infinitely consistent in its results. As such, society relies on the Sybil System to ensure peace and prosperity. The latter being another facet of the Sybil System, which is the identification of genii and measuring of individual aptitude across all disciplines. This helps to "split" members of society is a very efficient manner to make best use of their natural abilities and personalities. This, is also believe by the public to be fully computerized. But of course, the Sybil System is in no way an AI that actually generates psyche reports, it is a network of very individualistic people's minds making decisions as a whole, not unlike a hive-mind.

Sorry for the double post, but after reading some of the stuff posted before me, I realize that there's a fallacy here.

There is no such thing as SYBIL FREEDOM. Sybil does not think, Sybil does not want, Sybil is the mechanical system behind operating the collective intelligence and operating it. It has absolutely no say in the decisions of the collective intelligence itself. The only thing it is programmed to do apart from the mechanical operations is the self-correcting sequence. It will always try to correct itself by assimilating more individualistic minds into itself whenever it finds someone it cannot accurately judge. THIS IS A BUILT-IN OF SYBIL, NOT SOMETHING DESIRED BY THE MINDS OF SYBIL. Think about it, being power-hungry fellas living as gods in Sybil, do you really want more people to share your own seat?

Simply put, what was previously mentioned as "Sybil Freedom" is actually just the resulting society ideal of the collective intellect of the CURRENT resident minds of Sybil controlling society. Major keyword: CURRENT. Sybil is always "upgrading" itself, with every new mind it is "upgraded" and therefore no longer the old Sybil. Sybil System does not rule society. Sybil System's brainchild(forgive the pun), the collective mind of those in Sybil at a specific moment of time, rules society.

For those who still find it hard to understand, Sybil System can be compared to the online ticketing system you use to buy tickets to a concert, while the people attending the concert(minds that are part of Sybil) defines the actual crowd hype during the concert.
