I don't think the anime's goal was to "make fun" of something so serious.
Aliens as characters were made to "breed" with female humans so yes, scenes like that might be very common but it's surely not because they're making fun of it. No one is laughing during that scenes.
What they do is absolutely disgusting and I'm sorry for anyone who actually experienced it

It's very creepy indeed that scenes like Okarun losing his privates is taken for laughs. Especially from Turbo Granny who was acting like a vengeful spirit for some victims. And it continues to be a weird gag during the show with Momo's grandmother and then the baseball hitting thing. And everyone's always attacking Momo in weird ways that are not related to "action" at all.
