Rock Lee is still valid, he was a great and memorable character. Just like Neji. Not on the level of other characters in my opinion, like Shikamaru and Gaara, but the impact he had in the series was great.

Rewatching some parts of naruto and my ranking changed to : 1.Pain (unchanged) 2.Gaara 3.shikamaru
Pain is unironically one of the best anime villains.
