Natsuko,she did most of the killing and stuffs and with respect to the final episode, given the heavenly BG and stairway,it can be clearly seen that they were headed for the afterlife,so....

Maybe because she regretted what she did at the end?
Don't get me wrong, the show's attemps to justify her assholic and nearly psychotic behaviour were awful, but that is the only way that can explain why she was in Heaven with Nobuaki & co.

Natsuko said "Do you want your friends to suffer?" to Nobuaki. She didn't like the fact that Nobuaki was giving everyone false hope and making them continue to suffer. I'm guessing that since she did all those bad things mainly for her classmates she got to go to heaven/the afterlife.

I was surprised by it as well though. I didn't like Natsuko but I felt like I understood what she was saying (not that I'd do anything she did). Whether or not she should have gone to the afterlife with the others is questionable. Despite that, it didn't really ruin anything. It just confused me for a sec.
