I can burn a body and use that to power a lightbulb, but I can't just toss electricity into a pile of carbon, nitrogen, hydrogen, oxygen and traces of metals and have a human being pop out. I might get a couple bacteria, but that's already a best-case, super unlikely scenario. The ironic thing is that doing this is actually possible, to make an artificial body, in the Nasuverse, as Touko would have you believe. Doing that to a soul in particular is the caveat. Even Touko remarks on how much messing with a soul is so out of league for mages, it's insane to even consider it. Yup, the guides I've read for that fight all seem to suggest doing that for dealing consistent damage to him without having to wait for RNG to decide randomly to not spam Dodge. Seriously, I'm SO glad DW got their shit together in terms of music. Such a great remix of Rhongo's theme.
