I think it's correct that way, because in the background it says they were first released in theaters.

Ginga Eiyuu Densetsu: Die Neue These - Gekitotsu was first released in theaters in three chapters of four standard episodes each for a limited three-week screening of each part.

@skulptorrr 24 minutes is correct because the other 19 minutes are live action, not animation. MAL usually only lists the animated section of a movie if there's a clear separation between the animated and live action section of a hybrid work. See e.g. Gal to Kyouryuu, which is a TV show with 12 minutes of animation and 12 minutes of live action in a full length timeslot, or Naoko Yamada's segment of Modern Love Tokyo, which is the only animated segment in an otherwise live action series.

In this case: The first 6 minutes are live action puppetry. The next 24 minutes are regular animation. The next 4 minutes are the credits, also live action, which lead almost directly into the making Of, which some sites (like AniDB) consider a different thing entirely. The Making Of is exclusively concerned with the live-action sequence so it also doesn't show animation. Thus, the 24 minute episode is the only part of the release that is eligible for MAL.
