Why is Makima disliked?

In the manga Makima was always a fan favourite and I'm ngl she's a pretty good [/villain]
But now all I seem to see is that she's mid and a shit character and that she was only added to contribute to fan service. However, I don't think her character was made to appeal to horny teenagers but maybe to acrually contribute to the plot.
