BECAUSE FOUNDING CANNOT CONTROL THE ATTACK TITAN. it was explained in s4 ep20 by grisha.

In s4 ep15(zeke back story) Zavier(previous beast titan) told that once many centuries ago a certain disease was spreading around world(probably affected for only eldians) but the king of that time vanished the disease by changing some body parts of every eldians at that time. THAT'S THE POWER OF THE FOUNDER.

BUT DUE TO king fritz Vow Renouncing War the Royal blood cannot enter the paths and control the founders full power.

There are also many powers of founding titan=
1) it could also change in any shape by himself, just like eren changed into massive spine type.
2) It could also control hardening, Steam, Speed, Regeneration, etc (the wall titans have almost unlimited steam of very high temp because whenever their skin burns from steam, eren can use the founder to regenerate them in seconds)
COLLOSAL TITAN INCREASES ITS STEAM AMOUNT BY BURNING ITSELF

3) EREN can now control the hardening so he may have give those wall titans hardening on their nape so anyone could not attack it

4) eren could also control their speed because his power could make them boost from their own steam and increase their speed.

OVERALL EREN NOW HAS ACCESS TO ALMOST A MILLION COLLOSAL TITANS WHO ARE MORE POWERFUL AND FASTER THEN A NORMAL COLLOSAL TITAN DUE TO EREN CONTROLLING THEM. 😐😐

They are also smaller and weaker than the Colossal Titan.

The Colossal Titan and the wall titans are different from each other. Yes, the Colossal Titan is one of the 9 titans and is a titan shifter. Wall Titans are just pure titans that were shaped by King Karl Fritz to resemble the Colossal Titan. And there is a height difference as well between the 2. The Wall Titans are 50 meters tall, each. The Colosal Titan is 60 meters tall.
