In my mind crocodile is underrated . You know he was a warlord afterall .

I think Eneru is kinda underrated. But that’s probably because we saw him in just one Arc so far.

I think Kuro is underrated because I only watched 523 episodes and seen him in one episode where he saw Luffy's bounty.

Franky. He did more damage to the crew as a villain than other villain. It’s what set usopp off and eventually led to the Luffy fight

Honestly imma say Gladius and Lao G, they seemed stronger than the three representatives in the doflamingo family. Seemed way stronger than Diamante or trebol. Pica seemed the strongest and only because of the sheer mass of his power. Then again every character looks weak as hael against Zoro he's badass.

i honestly think Arlong is the best villan in one piece. The others just lack the depth to them. Most One Piece villans bearly scratch surface level imo.

crocodile for sure. they introduced him too early on and it made him seem weak luffy shouldn’t have been able to defeat crocodile tbh
