So let me get this straight:

Kazuki breaks in into a kings castle, kidnaps Shirayuki, one of the guests of the kingdom, injures Obi and gets away with it without punishment?
More over he openly admitted to have been part of a pirate crew on multiple occasions: that alone is worth a death sentence in the middle ages.

Sure he helped later on and said that he somehow didnt know that Shirayuki was in the castle of her own free will but: Ignorantia legis non excusat: ignorance does NOT protect against punishment

I think it would have been more than realistic and appropriate if Kazuki was sentenced to death for his actions regardless of being Shirayukis foster brother (which is irrelevant for the jurisdiction)

I wonder how it was portrayed in the manga, like the anime was just too lazy to explain enough or if even the original author just straight up forgot about that (GoT flashback)

You are right, if we talk about how things were "back then", then he would have received punishment. But in which era did exactly this happen? It's too ambiguous.
And if we are to talk about "unlikely", such a romance between a prince and total commoner could be called even more unlikely.

All things considered, this show has a very convenient setting.
In the first place, the thing I noticed is that female-targeted shows like this one start from the fundamental assumption that most people are good, just that some are misguided. So pretty much everyone that gets enough screen time will eventually turn over a new leaf.
In male-targeted shows, the opposite could be often observed: most people have evil intentions and the actual worst ones are irredeemable.
The truth is somewhere in the middle, some people are this good, some are that bad.

Although this show does overdo it a bit when it comes to the rosiness of the situation, keep in mind that it's less than other shoujo anime. And we do need stuff like this from time to time to balance the ugliness of the world shown in other shows, heh.

Not all anime/manga are based in this garbage world we live in. It's what makes 'em unique and interesting.

It is alright. All is well within this show, unlike some other shows.
