I just can't say enough how much I love these kind of series. So as the title indicates I'm looking for angsty anime that however has happy optimistic ending. This alone won't do however. I also want strong emotions going on between the characters. They don't necessarily need to be romantic (although thats a bonus), as long as they're really strong. To name a few example of these kinds of series that I've liked a lot I'll say:

Blue Gender
Clannad Afterstory
Ef (both of them)
Haibane Renmei
Kanon 2006
Kurenai
Planetes
Shigofumi
Welcome to the NHK

Also please don't recommend anything that has something to do with heavy ecchi, harems, incest, shounen ai, or shoujo ai please. I do not count having a lot of FRIENDS of opposite sex as harem though, has to be more than that to prevent me from watching.

You can check My Anime List for more information about what I've watched and what I've liked.

Macross: Do You Remember Love?
Touch - not that angst.
Terra e... - I think this one is really emotional. The ending might not be happy, but practically it's a happy ending.

I think Infinite Ryvius ticks those boxes. (Also some of the same Sunrise staff were part of the team that made the Planetes adaption.)

Also, I suppose if you're prepared for something really sad which nevertheless has an optimistic ending, Now and Then, Here and There might suit.

Band of Brothers. o7

But for anime, I'd say Legend of the Galactic Heroes, it goes in every field. Not too much on the angst field though, but there are plenty of strong bonds, love or otherwise (some can be interpreted either way), and while the series does not try to be depressing or sad with a grim mood and stifling melodrama, there are a lot of truly tragic happenings, more and more of them as the series progress, yet despite all the death and tragedy, the ending still leaves on a somewhat optimistic note, as the future moves on no matter what happens.
If anything, it feels more like depressive realism than saucy tragedy.

Aria also has a certain bitter flavour to it in the end, but again, the series is far from depressive for the most part until the end of the last season, but that's why it feels so melancholic, saying goodbye after so many episodes.
There might be a little angst here and there, but nothing major, but there are many close bonds, and some small pieces of romance, even if subdued.

Revolutionary Girl Utena fits quite well, with lots of angst, romance, strong friendship and ultimately tragedy. The ending is certainly bittersweet if sweet at all, but there is also a sense of achievement and optimism.

Mushiuta
Shion no Ou
Ghost Hound
Zegapain

Also, pretty much any anime with Type-Moon involved (except for Canaan), Shingetsutan Tsukihime for example.

RahXephon. Notable amounts of angst with a very happy ending. Also happens to be all around good. Oh, and the character relations are incredibly complex.
Bokurano. Your mileage may vary as to whether or not the ending is really happy, but definitely very sad (with lots of angst to go along). Also has great characters.
SaiKano. Amongst the most angsty animes ever produced, but the ending is (imo) bittersweet.
Princess Tutu. Gets pretty angsty at times. Has good character dynamics. Happy (I guess) ending.

Also seconding Revolutionary Girl Utena and Ghost Hound.
Confucius say man who stand on toilet is high on pot.
