Depending upon what genre you're looking for:

Serial Experiments Lain
Boogiepop Phantom
Record of Lodoss War OVA

... and I really enjoyed Jubei-chan the Ninja Girl 1 and 2, but that is a bit more of a stretch.

If you don't want slice of life in as a factor, I'll second the following as ones to check out:
Hellsing
Record of Lodoss War
Serial Experiments Lain
Boogiepop Phantom

It really depends on what kind of genre you like...
but anyway.

My top rated ones are:
Now and Then, Here and There
and
Full Metal Panic: The Second Raid (Unfortunately you have to watch the inferior first season by Gonzo before you can get into this one)

Full Metal Panic: The Second Raid --> see GaugeBrett's post. :D

Next down from that would be Elfen Lied, True Tears, Spice and Wolf.

Black Lagoon was not mentioned.

Haibane Renmei is also good, but might be considered slice of life.
A past can last a lifetime.

Has to be 13 episodes and cannot be "slice of life"? That is tough..

Night Wizard: A battle of wizards in both modern times and on another planet that greatly resembles a post-apocalyptic atmosphere. There are swords, long-range missile launchers, magic, and other supernatural abilities.

Shining Tears x Wind: The sequel to the ps2 game, "Shining Tears". I have that game, it doesn't feature voiced dialogues, so I haven't starting playing yet though I had spent about 5-10 minutes in the game to ensure the disc is in perfect shape since its used. As for the anime, the protagonist is voiced by Souichiro Hoshi, the same guy who voices Zero in the anime which is the new name for Xion, protagonist of the game.

Tokko: The anime is similar to Devil May Cry, but the battles are more intense. It is generally about the MPD's special division taking on space aliens and infected humans using swords.

Vampire Knight: Character designs from "densetsu no CLAMP", it is a shoujo anime on vampires.

Yakushiji Ryoko no Kaiki Jikenbo: Once again, Tokyo's MPD takes on supernatural villians for the sake of humanity. The female protagonist even takes on career bureaucrats, GSDFs, ASDFs, and also scientists. Pretty cool..

What? No. Matsuri Hino created this and doesn't work with CLAMP at all.

... even as a reader of the manga, I'd unrec the anime series. ^_^;;
