I'm rewatching the show now and I've been wondering why the visuals look blurry?

Because the animators used a https://en.wikipedia.org/wiki/Depth_of_field effect.

Anna is in the foreground, but animators made her blurry in order to convey, that you are not supposed to focus on her in this shot.
Pretty common trick.

It is called amazing artistic animation
Note: I don’t lazily watch 3-5 episodes, biasedly compare to other anime, or unfairly judge by surface level similarities. With every anime I start, I watch the entire series, both Japanese Sub & English Dub, then judge each anime based on what they present, to give an honest and fair rating.

I think he meant the visual overall is blurry. Otherwise you're right.

I wasn't really talking about this portrait type of effect. The overall visuals seems somewhat blurry to me.

If you want the technical reason, it’s because the scanned genga was upscaled from a fairly low resolution (by modern standards) using a bilinear kernel, which is quite soft-looking.

In that case I'm pretty sure it's because scene takes place at around sunset and animators like to make things blurry during that time for some reason.
