Who created the Fog

So I read the manga, watched the TV anime and this movie and the previous one. Neither one mentions how the Fog was created or who created them or why they were created. The closes thing we ever go close to was Chiyua Gunzous father beating them in battleship fight with tactics and them calling him father.

that is a simple plot hole boi, its dissapointing but that's what we have for now.
